Higher Education Emergency Relief Fund (HEERF) Quarterly Reporting- April 10, 2022 Update

HEERF I- CARES Act

All funds under this agreement were disbursed to PELL eligible students as of December 31, 2020.

HEERF II-CRRSAA

All funds under this agreement were disbursed to eligible students as of June 30, 2021.

HEERF II- SAIHE

JSCC was awarded funds under section 314(a)(3) of the CRRSAA Supplemental Appropriation Act, 2021 under Absolute Priority 6. Funds must be used to provide students with financial aid grants, which may be used for any component of the student’s cost of attendance or for emergency cost that arise due to coronavirus, such as tuition, food, housing, healthcare (including mental healthcare) or childcare.

If an institution obtains a student’s written (or electronic), affirmative consent, an institution is permitted to apply these grants directly to the student’s institutional account; however, students must be informed that they retain the option to receive a direct disbursement of the financial aid grant and that an institution may not require that the grant be applied to the student’s account.

CRRSAA requires that institutions prioritize students with exceptional need, such as students who receive Pell Grants, in awarding financial aid grants to students, who are eligible for Pell grants to be identified as having exceptional need. In addition, the CRRSAA explicitly provides that financial aid grants to students may be provided to students exclusively enrolled in distance education.

Payment Methodology

Students enrolled in fall 2021 semester were notified via text and email to apply for the grant on the college website. The applications were reviewed individually and amounts were determined based on the requested amount and the grant funds available. Based on the applications that were submitted, the maximum award was $3,333.

Disbursement Process

Emergency grant funds were released to students by either refund check or direct deposit, depending on if the student has an e-refund profile set up with the college. Students were provided the option to authorize payment towards current account balances, but this was not required for eligibility.

If a student authorized the institution to apply funds to their outstanding balance first, any excess funds were awarded directly to the student. Students who did not authorize the institution to apply funds to their outstanding balances received their emergency grant through direct deposit or check depending on the refund method setup with the institution. Students who applied for emergency funds received notification of the award.

HEERF funds awarded under the ARP were reserved to provide students with financial aid grants, which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. Non-Pell eligible students were considered eligible for funding; however, following USDOE’s guidance, Pell eligible students received priority funding.
Criteria for eligibility include:

• An individual must have been enrolled on or after March 13, 2020.
• Students did not have to be title IV eligible.
• Students complete an application requesting assistance and confirming they have a financial need due to COVID-19. They may also authorize payment towards current account balances, but this is not required for eligibility.

Spring awards were released in two rounds. In the first-round students completed an application requesting funds based on COVID related needs. In the second round, students were invited to complete a two-question survey. Once the survey period was closed, awards were made based on Pell eligibility and non-Pell eligibility.

CARES Act Funding Update-January 10th -093024 updated

Student Grant Allocation

JSCC awarded additional grants to PELL eligible students. In the 4th round of disbursements, 41 students submitted application for COVID-19 related expenses. The total amount distributed in this round was $18,591.87. The amounts varied based upon the amount of additional expense requested/incurred by students; however, none received more than the amount of the original CARES disbursement of June, 2020.

All funds under this agreement have been dispersed to PELL eligible students who identified a qualifying need, based on federal guidance and submitted an application requesting additional support.

This is our final report for our CARES Act Student Grant Allocation.

must be used to provide emergency financial aid grants to students (which may include 
students exclusively enrolled in distance education), which may be used for any 
component of the student’s cost of attendance or for emergency costs that arise due to 
coronavirus, such as tuition, food, housing, health care (including mental health care), 
or child care. Grants may be awarded to students exclusively enrolled in distance 
education. 

Institutions retains discretion to determine the amount and availability of each individual emergency financial aid grant consistent with all applicable laws including non-discrimination laws. Grants must not be distributed in a manner that discriminated against individual on basis of race, color, national origin, disability or sex. Institutions must prioritize grants to students with exceptional need such as students who receive Pell grants. However, students do not have to be Pell recipients or students who are eligible for grants in order to receive an emergency financial aid grant. 

At the time of this report no funds have been dispersed.

Oct 7 - CARES Act Funding Update

Student Grant Allocation

JSCC awarded additional grants to PELL eligible students.  In the 3^rd round of disbursements, 19 students submitted application for COVID-19 related expenses. Most of the requests were for technology support. The total amount distributed in this round was $9,359.10. The amounts varied based upon the amount of additional expense requested/incurred by students; however, none received more than the amount of the original CARES disbursement of June, 2020. 

The remaining funds will be dispersed during the fall semester to PELL eligible students who have identified a qualifying need, based on federal guidance and submits an application.

CARES Act Funding - July 16

Student Grant Allocation

JSCC awarded additional grants to PELL eligible students. Students who incurred more allowable expenses submitted an application for additional funds. After review of the applications submitted by students incurring a greater amount of expense than the original CARES Act funds disbursed on June 2, 2020, Jackson State distributed an additional $11,052.29 to 239 students on June 24, 2020. The amounts awarded varied based upon the amount of additional expense incurred by each student; however, none received more than the amount of the original CARES disbursement of June 2, 2020

CARES Act Institutional and SIP Award

Jackson State received two additional grants under CARES Act Section 18004(a)(1) “Recipient’s Institutional Costs” and Section 18004(a)(2) Strengthening Institutional Program(SIP).  Funds awarded under these sections may be used to assist institutions with cost associated with significant changes to the delivery of instruction due to the coronavirus, expanding support to students, expanding remote learning programs, building IT capacity, training faculty and staff to be effective in remote learning, defray institutional expenses- lost revenue, reimbursement for expense already incurred due to the coronavirus. 

JSCC received $1,419,234 for Institutional Cost and $138,311 in SIP funds. To date, $138,846.43 of the Institutional funds have been used for instruction & student support in transition to online learning, PPE supplies, student worker pay and canceled travel due to “shelter in place” order.  No funds have been spent under the SIP award. 

Jackson State continues to work toward providing a safe environment for our students, faculty, and staff.  Great and careful consideration is given to ensure CARES Act funds are used in a way the will enhance the lives of individuals, strengthen the workforce, and empower our diverse communities as we continue to strive for excellency during these unprecedented time.

CARES Act Funding - June 3

In April, the CARES Act: Higher Education Emergency Relief Fund (HERF) was announced as a means to provide financial assistance to students who have been adversely impacted by the COVID-19 pandemic. Since this announcement, Jackson State Community College (JSCC) signed and submitted the Certificate and Agreement to the Department of Education committing to use no less than 50 percent of the funds under Section 18004 (a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. JSCC received $1,419,235 from HERF funds to support students facing urgent needs created by the coronavirus pandemic. The U.S. Department of Education (USDOE) released guidance related to CARES Act Higher Education Emergency Relief (HEERF) funding to higher education institutions to assist students with unmet expenses as a result of COVID-19. Funds must be used to cover expenses related to the disruption of campus operations due to coronavirus, such as:

• course materials
• technology
• food
• housing
• health care
• childcare
• or other cost of attendance related item

JSCC will provide emergency financial grants for COVID-19-related expenses. Any student who meets the eligibility criteria will be given a portion of these emergency funds. Students will receive assistance based upon eligibility guidelines established by federal policy and in conjunction with TBR guidance. Requirements of eligibility for emergency aid will include, but are not limited to:

• Be enrolled as regular in an eligible degree or certificate program student as of March 13, 2020.
• Be enrolled in at least one face-to-face class as of March 13, 2020.
• Be a US Citizen or eligible noncitizen
• Have a valid social security number

JSCC will distribute approximately 90% ($1,272,106.60) of its CARES money to 2530 eligible students based on whether they were Pell Grant recipients or not, in Spring 2020 term.

Any disbursed emergency grant funds will be released to students by either refund check or direct deposit, depending on the method the student has set up with the college. A payment is not necessarily a reflection of a student's current student account balance, as these funds are disbursed directly to a student no matter if a current balance is owed to the institution.

Students determined eligible for HEERF payments will receive a confirmation email from Jackson State Community College. JSCC will reserve the remaining 10% (147,128.40) to use for emergency financial grants awarded by application. Students who incurred more allowable expenses than the amount given from the CARES Act may submit an application for additional funds. Any amount requested must be for expenses that exceed the amount given from the initial grant disbursement. A decision will be made and notification sent within 5 business days of application deadline. 

JSCC Students to Receive CARES Act Funding
